Job Summary:
The Monitoring and Compliance Manager will be responsible for monitoring and enforcing compliance of executed Development Agreements and other investment incentive frameworks. are fully aligned with regulatory requirements, internal policies, and national priorities. The role ensures that obligations are tracked, reported, and addressed in accordance with approved agreement terms, regulatory requirements, and internal policies. This role focuses on oversight, monitoring, and enforcement.
The post-holder will implement a compliance management system, develop robust compliance frameworks, execute targeted monitoring and auditing plans, and provide specialized compliance training for staff. This role is critical in maintaining the integrity of the Agency’s operations, protecting public resources, and ensuring that incentives deliver their intended socio-economic benefits.
The role works in close coordination with the Investment Services Unit to integrate compliance reporting into portfolio management, while maintaining independence in monitoring and enforcement.
The role maintains a functional relationship with the Legal & Policy Officer for interpretation of obligations, templates, and enforcement correspondence.
Key Duties and Responsibilities:
- Design, implement, and continuously strengthen a comprehensive compliance management framework aligned with legislation, Development Agreements, and policy objectives.
- Establish a compliance tracking system (within CRM or equivalent) to manage reporting, monitoring, and risk assessments.
- Continuously update compliance protocols to reflect changes in legislation and best practices.
- Design and execute an annual monitoring and auditing plan to ensure investor and grantee compliance.
- Conduct independent monitoring, inspection, and verification activities separate from investor relationship functions.
- Review and analyze contracts to identify compliance requirements and flag risks.
- Prepare quarterly and annual compliance reports with findings, variances, and recommendations.
- Recommend corrective actions, including escalations for persistent non-compliance.
- Maintain detailed records of compliance activities, inspections, and resolutions.
- Provide advisory support to leadership on compliance risks and mitigation strategies.
- Work collaboratively with internal teams (Investor Services, Aftercare) to balance compliance enforcement with investor support by ensuring clear handoffs between relationship-management tracking and formal compliance verification/enforcement.
- Liaise with government partners and regulators to ensure alignment and transparency.
- Provide specialized compliance training for staff, including use of the compliance tracking system, evidence standards, reporting discipline, and escalation protocols.
Key Deliverables:
- Compliance management framework and protocols implemented and maintained (including templates, checklists, evidence standards, and escalation thresholds).
- Compliance tracking system (within CRM or equivalent) configured and operational as the single compliance “system of record,” with defined fields, workflows, and reporting outputs.
- Annual risk-based monitoring and auditing plan executed, including inspection schedule and documented outcomes.
- Quarterly compliance dashboard and narrative report delivered on schedule, with corrective actions tracked and aged items escalated.
- Site inspection reports and evidence packs completed consistently and retained in accordance with records standards.
- Corrective action plans issued and tracked to closure, with follow-up verification completed.
- Staff training programme delivered (at least quarterly refreshers or as required), including system usage and evidence/reporting standards.
- Year-end compliance report summarizing trends, recurring issues, outcomes achieved, and recommendations for policy/process improvement.
Personal Specifications
Education and Qualifications:
- Bachelor’s degree in business administration, Law, Compliance, or a related field.
- Certification or formal training in one or more of the following: Compliance, Risk Management, Internal Audit, Results-Based Management (RBM)/M&E, or Contract Management.
- Demonstrated training in inspection/audit techniques, evidence standards, and corrective action management.
Experience and Knowledge:
- Minimum of 3–5 years of experience in compliance, regulatory oversight, contract management, or monitoring and evaluation, preferably within government, international development, or financial/investment sectors.
- At least two (2) years’ experience leading compliance audits, inspections or reviews, including planning, evidence gathering, reporting, and follow-up actions.
- Demonstrated experience in interpreting and applying legislation, policy, and contractual agreements to ensure compliance and accountability.
- Proven track record in designing and implementing monitoring frameworks, including the collection, analysis, and reporting of performance and impact data.
- Experience conducting compliance audits, inspections, or reviews and preparing reports with actionable recommendations.
- Familiarity with investment promotion, economic development programmes, or MSME support initiatives would be considered an asset.
- Prior experience working in environments requiring high levels of confidentiality, integrity, and independence of judgment.
- Explicit experience producing senior-level governance reports (Board/Cabinet-ready style), consistent with the Plan’s reporting schedule expectations.

- Ability to assess and document compliance risks, recommend corrective actions, and maintain clear escalation pathways for persistent breaches.
- Ability to design reporting workflows and dashboards in CRM/project tools.

Other Requirements
- Willingness to conduct site visits and inspections across islands
- Flexibility to work outside standard hours, as required by audit and monitoring schedules and national priorities.
